i put my early spuds for chitting 4 week ago in my potting shed and theres nowt happened no sign of any growth.(I believe its important for chitting to occur in earlies before you plant um)
Whats going on?

They'll be slower than normal due to the colder weather.

Chitting breaks the dormancy of the tuber and gets it off to a head start. It's not totally necessary, just that the crop will be a little later.
Did it really tell you to do THAT on the packet?

I have two sets chitting.

1 set is on a north facing hall window sill for around 4 weeks with average temperature around 15 deg - these are coming along nicely, with short, strong dark shoots appearing. I'll be happy to put them in the ground as soon as the soil begins to warm a bit.

1 set I have is in the shed at a north facing window for around 3 weeks with average temperature around 3 degrees - not much is happening with these just now.

I am presuming that the cooler temperatures in the shed is inhibiting them chitting? But I am not too concerned at the moment.

Wouldn't hurt for a while - it may eventually warm up outside!

Yes, bring them inside for a week or so until you can see chits growing and then put them out again.

That is what you should always do when you set up potatoes for chitting. As DD says, it breaks the dormancy.

mine never chitted in the garage so i bought them on by putting them in one of those under bed plastic boxes with a lid for two weeks under my bed where it is warm :D. they then chitted nicely so i rubbed off all the shoots bar two on each spud and put them back out in the garage for planting at easter.
