Identify this handtool Chapter 2

This tool has a "rubberised" ?? hand grip its ridiculously heavy and very blunt , not the sort of tool to trek with through the woods

Nice one smud6ie ! cant find any markings on the metal but it does match the following

The Chillington Tool Company patented this axe with a metal handle with a hard rubber covering in 1938.   The axe was claimed to be superior over the wood handle axes as the metal/rubber handle was less liable to burn or break and if in use, the axe cut through electrical cables, it also gave protection from shock.   To show this the rubber handle were marked  “Patent No. 515767”  on one side and “Tested 20,000 Volts” on the other side.

Looking forward to a bit more searching in that old garage  :D
