Parsley & horse manure

Hi all, is it ok to plant parsley in a bed previously dug with horse manure.

My "plants" are about 3" high I grew them from seed last year & they have been in an unheated greenhouse so far over winter, when would be a good time to plant them out ?

Thanks Dave, it's seed from last years plants, I'll grow some more in the spring so I can have parsley all year round......it's very good for you
