got a allotment and it is 280 square metres in size is this about average and the rent this year is 26 pounds including share of water rates. its going up next year to 45 pound is this a good size plot

Yes, good plot. 

It's about 11 squ rods. 
A standard plot is 10 squ rods and most councils are dividing them and letting out at 5 squ rods each.

Our plots are £20 plus water and insurance, so works out at about £30 for 5 squ rods.

wow mines cheap then only £10 for 10 poles includes water no hose though.
