I have read several times that seaweed should be used as a foliar feed, however, I wondered if will be less effective if it is used as a root drench?

It will take effect slightly more quickly as a foliar feed, but I'd go for a root drench if it's not an emergency.

It's not an emergency, merely a way to increase the yield given that the conditions are so poor at the moment and growth seems very slow.
