What would eat cabbage stems?

What would eat cabbage stems?

Our friend Harry in the village has some cabbages growing.  He said the stems are being eaten, not the roots, nor the leaves.

Would it be slugs?  But I thought they concentrated on the leaves, and that cabbage fly only eat the roots??

the slugs grazed up and down the stems of my first lot of swedes, leaving not enough stem to support any more growth :( I've had to hoik them out and start again  ::)
