Indestructible cabbage grubs

When I found that my broccoli and kale were infested with white maggots of the cabbage fly I pulled them up and soaked them in water for a few hours thus drowning any still in the stem. It seemed to work as they were dead when I took them out the water. I then planted them in temporary pots for them to recover before planting out again. A couple of weeks later I pulled them up and some had more maggots. I then soaked them for around a couple of hours and when I pulled them out the water, I found they were still alive !
