can't really see it clearly enough, but you could have leaf-cutter beetles eating the new leaves.
small, Welsh and almost certainly bonkers, but can be tamed with Talisker, if required

Best as I can make out is it's simply beans not setting.

Happens to us all and it gets better as you progress through the season.
Did it really tell you to do THAT on the packet?
