people do get scared of chemicals leached from the tyres. I would certainly say line it with a polythene. It is wee bit late to go for potatoes but you can try earlies and they would crop around end of july if planted today.
the easy one is pentland javelin (earlies), charlotte (salad/second earlies)  and if you search this forum there are votes/reviews of probably all the spud varieties in the world.  :)

You can grow in the tires but will need to water a lot, also I would also go for any early varieties as you are a little late and they only take about 12 weeks.

Lined you should be protected from contamination and have better water retention. :)

First earlies will take about 12 weeks. Second earlies about 15 weeks. Don't panic you have time to plant both. Try Pentland Javelin from Wilkos. £3 for a 3kg. bag if they have any left. Good luck.

And don't worry about contamination from the tyres. You'll get more contaminants inside you from spending half an hour in a town centre than you will from the tyres!!
