when do bantams start laying?

We have a few different age ranges of bantams and as of yet none of them are laying. All the books i have read say that chickens begin to lay at 18-20 weeks but after speaking to a few people they have said that that is a bit optamistic so was wondering if anyone here could enlighten me.

on average most chickens start laying around 24 weeks although I do have a bantam that is a year old and she still has not laid an egg  ::)
