Euphorbia flies

Euphorbia flies

I've got some euphorbia where the cultivated part of my garden hits the uncultivated part.

When the water hits the euphorbia, tiny milk-white flies scatter. These flies don't seem to like any of the other plants, weed or not. Any idea what they might be?
