Does Sweetcorn need a long germination period..?

It's pretty quick.  I pre-chitt mine and the start to sprout in a couple of days.

     I don't think so but I 'chit' mine by putting it between 2 layers of damp kitchen roll in a plastic lidded box.  
     Leave it overnight in the airing cupboard and plant the next day. It usually has started to germinate by then and is up in about a week.

     It probably grows fine anyway just by planting normally but I'm a bit impatient.

if its taking a while chances are the seed rotted,check it out.ive had this happen before.
