Sharpening a Chillington Hoe/Digging Hoe/Azada?

I recently got one of these http://www.amazon.co.uk/gp/product/B000LFXV2I/ref=oss_product but it's got no sharp edge and I need to either sharpen it or get it sharpened.

I got a scythe stone and I have a dremmel but neither is making any difference. The end is about a mm thick and flat.

Any help?

If the edge is 1mm it will be ok. If you put a finer edge on it the first stone will flatten it and you will back to a blunt edge.
If you really do need to sharpen it for cutting tree roots etc use a b*stard file as Aunt Sally advised.

Can you recommend one to get? (a link would be good). I went round to my local DIY store and he had nothing so I order a farmers own reaper from ebay and it's the size of a pen knife!!

I just use a barstard file that you can get from any DIY shop.
