the mobile phone idea is best, a couple of minutes video submitted to the sites operators should see this character removed.

Of course you saw him disrespecting one neighbours plot, if he's doing it to them then the liklihood is that he's doing it to others too.

I think catching the culprit in action via mobile phone is great and shown to the powers that be asap. There's no way the culprit can deny he did it. There's no place on allotments for people like that who will continue to do other unpleasant things no one has yet caught onto. This sort never changes.

What's wrong with a quiet little word in his shell-like to make him aware of what you have witnessed and how you feel about it?

Obviously there has to be a hint of what your next move might be if he doesn't mend his ways, but the idea of introducing chemical warfare as a first resort seems a bit excessive and unnecessary to me, as would covert filming or reporting him to the authorities (give peace and diplomacy a chance!)  ;)

In hindsight, I think JayG's solution is the best way forward.

A bit of diplomacy first or all is alway good. BUT take it one step further, while you are having a quiet word with him, drop in a little blackmail tactic! I think 10% of his 2010 harvest should be enough 'hush money'  (or hush Veggies for that matter)  :)
And do you know that bit of plot you still need to sort out? well now somebody will gladly do it for you this weekend.. hehe
1st year at 'proper' veggie gardening with 2x 12ftx4ft raised beds. loads of patio containers, 2 chickens and 1 ferret.

I guess I knew no one was serious about this. I was just mucking about - "serious solution"....

Yeah I know... an odd sense of humour... but after years in the classroom you learn to see plays on words before the children do to avoid them getting there first..

Diplomacy is definitely called for... with the hint in the background and a half smile  ;)
