I've been searching the web, and can info on Toppel 10, but it doesn't say where I can buy the stuff, any ideas anyone?

Were the websites a) UK and b) current?
Can't see anything of that name registered on the UK pesticides database which would usually indicate it's not lawfully available for sale here.

Its definitely sold here (its made by Zeneca (previously ICI). The only sites I've been on are the ones that explain what the product does.

looks like it's used by farmers rather than available to the hoi polloi

Definitely not available on the amateur market.
Its active ingredient is cypermethrin, and according to the garden pesticides database, the only product currently licensed for the amateur market is Cythrin Garden
