Shallots, Onions and Peas????

Questions on the above please?

I have some shallots in 3" pots which some of the roots are going a bit bonkers, can I plant these out now?  Do I need a cloche?

I have some red and white onion bulbs, can I plant these out yet, protection needed (or just from the pesty flying critters)

I was going to sow some peas in drainpipes either in the greenhouse or just outside, safe to do so????

I reckon the onions and shallots will be fine to transplant outdoors.Though i would cover with fleece to protect from frosts and birds.
I am also planning to sow peas in guttering this weekend, though i would cover with clingfilm  if you have no cold frame or greenhouse.
