I don't understand why the council don't do more to control the vacant plots - even if it was just a case of slapping some black polythene all over it until the contract was renewed.  Is there are really obv reason that I'm missing as to why they don't..?  Apart from money maybe...?

it's money for buying weed suppressing materials and also that most associations are run by folks who themselves have an allotment or two and don't have the time or reason to suppress the weeds on another one.  Besides, running an allotment is hard work and anyone who thinks it isn't is kidding themselves, and often the reward of clearing a plot like you did gives you the drive to do more and to make sure it doesn't go back to what it was.

I run our local allotments and every one of our plots is rented, but some are better tended than others too, so this gives the impression that some are just left to rot (will be sorting that out before the AGM too )

for the sites that are council run, they simply provide the land; if folks can't be bothered to put in the work then why should they?

harsh but true.

Well...I suppose so....doesn't seem like MUCH effort to cover them up though - my council could reduce the budget for pointless and (often) ugly sculptures on roundabouts and use that instead! :)  But yes, I suppose you are right really - people shoudn't be so lazy and expect everything on a plate!  You obviously have a plan to present at your AGM to stop your scruffy plots getting out of hand though...
