Heated electric underblanket!

I have an electric underblanket that I am about to throw away. However the other day I was looking through a gardening catalogue and found a heated growing mat which looked similar to my old underblanket! except that the commercial one has a metallic looking foil outer covering.
Has anyone used an electric blanket in this way?

Electric blankets + water = asking for trouble. (In my book).
