I went and bought a bag of garlic and I saw that 2 of the garlics in the bag were growing. Well I want to plant the garlic, do i plant the whole garlic or do i cut the garlic in half and only put the part thats growing?

You split the garlic bulb into the individual cloves & plant them all irrespective of whether they are growing at the moment or not.
