Probably hungry birds, I'd just throw a bit of netting over it to discourage them

They do usually grow back.

The bud may well grow back but the damage to the bud may mean you won't get any fruit from that particular bud as the fruiting bodies may have been already formed prior to the birds scoffing the bud.
