My soft neck garlic has been in the ground since early October. Everything had been going as expected until yesterday, when I noticed some had started forming scapes.  I broke them off to use later, but as I was doing this, I noticed that some of the plants have started producing bulbs several inches above the soil line. Has anyone else ever encountered this?  Will the formation of a second bulb affect quality of the orgini lol bulb? Will it still store ok?

I've had some do this in previous years 

The top bulb on them didn't get very big, and the small cloves needed using right away - but the bulb underneath was normal and stored as usual.

A few of mine do this every year too.  It doesn't seem to affect storage, I've still got some of the small cloves in store from last year's crop.  I read somewhere once that these cloves that form above ground are used by growers to renew their stocks, because they are above ground  they are free of eelworms and any other soil living pests.
