Ideally it needs a bit more cultivated soil around it, looks like it's in the lawn, but that may be the pic being deceptive.

Yes I would dig away as much as an area as you can spare then add some well rotted manure around but not on it. If no manure available add some chicken manure pellets or blood,fish & bone, that will give it a good feed. I wouldn't pick any stems this year & only lightly next to give it time to get established.
