Yes to both (the raspberries will certainly benefit from somewhere with a bit less competition!)

Make sure you get as much of the rhubarb rootball out as possible - assuming your picture is recent it's quite leafy for this time of year but I'm assuming you have little choice.
Sow your seeds, plant your plants. What's the difference? A couple of weeks or more when answering possible queries!

Raspberries have relatively shallow roots so can dry out quickly, which they don't like at all, so compost or rotted manure and a sprinkling of a general purpose fertiliser in the soil will help get them off to a good start. Mulching round them will also help conserve moisture once they have started growing.
