I asked at the tip if we could get rid of our blighted toms safely to be told yes in the garden waste  ??? Its being burnt out back as i type so it didnt go to the tip but it made me wonder if blighted stuff should go in garden waste.

Council compost has to meet British standards to ensure that it is safe and of high quality. We were lucky to get some free council compost earlier in the year and certainly don't regret it! Great quality and it was still warm when we picked it up!

I got a load a few months ago and it has been great as a mulch to fill up the new raised beds.  It kept the weeds down nicely and it will dig in nicely after the winter.

Do they call it compost or soil conditioner?

The latter doesn't meet the standards mentioned by ghost61.
I try to take one day at a time, but sometimes several days all attack me at once...
