I have grown chilli plants indoors for about 8 years.
Currently I have 16 healthy plants aged 1, 2, and 3 years.
All of them are showing prolific new growth and some (that get the most sunshine) are flowering.
I would normally expect to see some of the plants fruiting in February.
Any plant that is not showing signs of producing new growth by the end of January gets re-homed in the compost heap.
Unless you can offer ideal chilli growing conditions you have to accept the suck-it-and-see approach.
If they are thriving then they are o.k. If not, get rid and sow some more seed.
January & February are, for me, the telling time for which way to go.
The successes and failures of each year keep me motivated for the following year.
