Just read that yellowing leaves followed by a collapse of the plant is caused by a virus carried by aphid's. As long as they have had a good growing season the tuber's will be ok.

My spuds are like that. I dug some up some second earlies and they are no bigger than a fourer marble yet the packet says that they are good for chips!!  :unsure:
