It's mainly the low temperatures they like least of all - time to cross fingers and hope for better weather (like most of the rest of us, I suspect.)
Sow your seeds, plant your plants. What's the difference? A couple of weeks or more when answering possible queries!

I'm growing the same variety and they're not a lot bigger than yours are.  I've had to resow half too because they just didn't germinate or were eaten by slugs or cutworms :(

You could try cutting a plastic 2l drinks bottle and put it around it:  cut the top and bottom off and cut a slit up the side so that you can wrap it around the plants and the cane.  This might raise the temperature inside by a few degrees enough to help them on their way.

My runners too are looking a little poorly, I keep hopin them will pick up if we ever get some sun and warmth!

I've heard of using 2L drink bottles before but couldn't work out how you could could with a cane, thanks for the explanation, although does seem a little obvious now  :wub:  If only I had any 2L bottles...
