I am near a park and suffer from squirrels who try to bury or dig up their nuts and cats who bury other things!

They would be my "usual suspects".

Foxes sometimes steal eggs and bury them elsewhere for later, so it could have been a fox trying to do that. I've never heard of a fox digging up potatoes before though.

I had to give up using "fish and bone" type fertilisers because of fox problems. I once had to retrieve some of my newly-planted spuds from all over the garden, although luckily they hadn't even taken a bite out of them (obviously not what they were looking for!)

Dried chicken poo isn't quite as bad (at least when they get to learn what it tastes like!)

The holes they dig are usually tapered (to the shape of their heads, I suppose) and may be anything from a few inches to over a foot, and usually at an angle rather than straight down.
Sow your seeds, plant your plants. What's the difference? A couple of weeks or more when answering possible queries!

My dogs go nuts for dried chicken poo, I daren't use it in any bed that doesn't have fencing round it. One of my dogs also digs up seed potatoes and eats them, but then she'll also eat pickled onions or chillies if you drop them on the floor.  I now have to make sure any spuds planted in bags are well barricaded away from her.
