I've just discovered some onion sets I bought a couple of months ago.  It says to plant Feb/March.  Will they still come up if I plant them now?

If you have plenty you can plant them close and then pick alternate ones as salad onions, leaving the rest to grow to maturity.

I've just accidentally hoed the shoots off a Nov planted onion. Is this likely to be usable then?

It must be still ok to plant them, because my sets won't go in until late may, since the allotment is currently still covered in snow. (helsinki, finland) In this case you could even say you are too early.

I am going to assume they all come from the similar sources, since most of the onion sets sold here come from places like the Netherlands.

Don't forget latitude - Finland is a lot further north so will enjoy much longer daylight hours until the Autumn Equinox and this will affect bulb size on maturity.  Here in the UK, late May would simply be too late to start planting onions
