still have movement in my eggs beaks are trying to break through air sack its taking ages just wish i could crack them open and see them dont want it to be a painstaking 28 days for nothing.

yes, that means that egg has started to hatch. 

Unless you dropped the lid on it when you were checking to see if anything was happening

my eggs have started to crack unsure about why i can see intact membrane underneath do i need to pop this so it can breathe?

how long after hatching do i wait before giving them water two hatched already

If it's the same as chicks they can stay in the incubator to dry off, keep warm and get stronger.  Don't be tempted to move them yet. 

This site says leave them there for up to 12 hours.
