Your allotment society should well up-to-date on that. Ask around locally if they don't state.

it depends how lotties are run in your area, it might be an association, or might be council run.  I you have no association, you got to contact the council about all sorts of things, you would probably have a representative, or sight manger though.
The bloke who gave you the lottie is the likely culprit.

              Near where you live, in Finchampstead there are lots of people with lots of money , who keep horses, go & ask some of them. Around Moor green Lakes the stables bag up their horse muck & leave it outside their gates for you to take away free.
