Moulting or Pecking?

One of my chooks is in a very sorry state at the moment.
I assumed this to be moulting, but on closer inspection, I'm not sure.
Rather than having fallen out, a lot look they have broken near the base, just where the feathery bit starts.

Not sure if this is the way it happens, or if the other girls have been biting them off.....
We use chemicals in this garden, just as god intended

first of all check the base of her feathers (near her bum is best) to see if she has any lice.
Also have you found any stray feathers in their coop?
Staffies are softer than you think.
