I don't get my allotment until January - will it still be possible to plant Garlic then?

Best to plant the garlic cloves in pots and leave them outside to chill, (this is essential to produce cloves). and pop them in as soon as you get your allotment.   Good news.   Cheers,    Tony/

Yes you can plant garlic in January, I wouldn't bother with potting them up.

I've planted them in spring (March) before and still got a reasonable crop

Have planted in Jan/Feb/March with no problems.
I did however leave them in the fridge for a few weeks to get cold.
May be worth remembering to do the same.

I dont think you'll have any problem planting in January
