If I rake either chicken pellets or national growmore into prepared garden soil how long should I wait before safely sowing vegetable seeds?

i was told fork the pellets in 7 day before you want to plant

Most organic fertilisers release their nutrients slowly therefore the idea of applying them some time before you plant is so that the nutrients are available to the plants as soon as they are planted. If you apply at planting time you'll just have rsidual nutrients from the previous crop available straight away. If your soil is in good condition it shouldn't be a probelm if you apply at planting time. On a sandy soil there may not be a lot left in the soil after the leaching effect of winter rain so the plants may be checked slightly on planting.

Inorganic fertilisers like growmore release the nutrients much quicker so applying closer to planting won't be so much of a problem.

Don't apply anythng too close to sowing seeds as young seedlings may be 'scorched' by newly appled fertiliser.
