seeds in topsoil?

iv just had 3 tones of top soil droped of at my house and have just been out to plant some seeds.i go out to find that i have no compost left so i get some topsoil and put it in the plastic containers and plant my seeds. is this ok to start the seeds of in :unsure:

Seeds used to rough it in soil before someone invented compost.
Did it really tell you to do THAT on the packet?
