Anywhere along the stalk between the parent & the first plantlet, but the closer the better for tidyness sake.

If you only cut the runner, the parent wll come to no harm.
Did it really tell you to do THAT on the packet?

You can just cut the runners off the parent with the stalk and stand then in a jar of water, when they have rooted pot them up, I’ve done this in the past and it works.
