Although I haven't used them someone on here the other day recommended D T Brown where they said the postage was free.  See:-

alanromans.com used to have free P&P if you spent a fiver.  I think they charge a little bit now, and their range is limited, but most seeds are only 50p a packet!

I ordered my seeds from moreveg last week and they turned up a couple of days later. Well packed and even a handwritten note inside wishing me happy gardening! Good price too with free p&p over a fiver i think it is.

If you're an EBayer I can recommend Premier Seeds Direct. They have a decent range of seeds and some interesting varieties too. There customer service is very good too, as they accept returns if you're not happy for some reason. Postage is also only 70p regardless of how many packs you buy.
