Hello,
I have recently taken on an allotment (1/2 Plot) which had 6/7 large rosemary bushes. I have cut all but 1 back to leave just the stumps.

How would you clear the stumps? I don't know if I should dig down and cut/dig them out or to use the stump rotting stuff you can get at garden centres.

Any advise please and how long it may take to rot/clear them?

I would just dig them out. They won't grow back after that and saves using chemicals on the plot. You could break some of the foots with a spade to make things easier.  I would expect that you'd have them out in a couple of hours, then dig over the ground with a fork, removing pieces of root and you'll be ready to go.
