Whitefly or midges???

I have noticed over the past few weeks that when I water my potatoes, lots of very small white insects (look like midges) are disturbed from the foilage.

Is this normal or do I need to treat the potatoes with anything? The foilage is very tall and dense (about 4 foot tall).

Probably white flies. Nothing to worry about
