Would a rooftop allotment in Brighton be subject to problems?, eg: Seagulls, salt and wind?
If not these three, what else?

I did try a rooftop garden once , but I found that the compost slid off the tiles.

The main problem would be the roof structure.  Most houses would need to have their roof beefed up.  Wet soil weighs tons more than dry and even a small amount may overload most beams.
 Then there is the problem of getting rid of water when everthing becomes too wet, again even a small roof gaden would hold 100s of gallons of the stuff and it could if not drained properly, and with nowhere to go cause a lot of damage.
If on the other hand you just mean some tubs and a couple of chairs and a table the main probs would be dehydration, and wind.  Cover each soil suface with lots of mulch to help conserve moisture.
    Salt would restrict the type of plants you could grow successfuly.

Mind the ceiling doesn't fall in though
