Good quality seed garlic  planted 2" down, but no shoots after 5 weeks. Anyone else got germination problems?

I wouldn't worry about it, while it is cold, it'll probably be putting down roots, and the tops will grow when weather warms in the New Year....unless of course the bed has actually been flooded/waterlogged and the bulbs have rotted away.
