Last autumn I collected a lot of deciduous leaves and stacked them in two wire mesh bins to hopefully decompose into leaf mould. Now I am at the stage of planting out leeks and brassicas, and despite recent rain I'm concerned about the overall lack of it, would it be worth emptying these bins and spreading what remains of the leaves around where I have planted out crops to conserve soil moisture, and add organic matter to the soil? Or should I leave it for another year or so until the leaves have turned into leaf mould?

I should spread it around the plants.  The worms may pull some down into the ground, but this isn't a bad thing.
