Na then, I know that the problem with my onions rotting from the shoulders down is due to insufficient drying prior to storage.  I have cut away all the rotting matter and chopped the rest to freeze (all clean and rot free onion).  Reason for posting is to ask if the rotten layers of onion are ok to compost?  Will the affected parts pass on any "rot" to the rest of the compost that could be a serious problem next season?

No problem at all, compost is just rotting stuff anyway. Only if they might be affected with white rot would you want to burn or bin the material, but this is usually found around the base of the onion.

I keep mine hung outside but under a covered veranda to keep rain off so the air gets round them

they never seem to rot so might be worth a try next year - they don't mind freezing temperatures
