Small Shrub suggestions

Hi
I have a border between my patio and my pond. It is approx. 45 cms wide. The whole pond and the border will have to be fenced in soon, to keep out little people  :)
I am looking for suggestions for small (approx. 30-40 cms tall and wide ) evergreen shrubs to grow in the space.
I am hoping I can afford wrought iron fencing so that you can see the pond, but once the fence is in place it will be hard to weed etc, so I really need something neat and trouble free for the next few years.
If any one has any suggestions I would be very  grateful.

Are hebes evergreen?
I try to take one day at a time, but sometimes several days all attack me at once...

I think a Box "hedge", 40cm tall, as is typically used for formal edging to borders etc. would look very smart along the wrought iron fence ... but it won't give you any pretty flowers

As an alternative would you consider putting a climber on the railings? Star Jasmine (Trachelospermum jasminoides) would be my choice, but not may not be hardy in coldest parts of the country / winters.

Hebe is great. Certainly is evergreen, comes in different sizes and flowers in white, pink and purple.

I was thinking euonymus too ! But against a fence it will really take off ,i have 1 at 2 mtr's ,so much thow I like them I wouldn't recommend for that job  :)

Might not be the desired effect, but Euonymus will be happy being cut back, or shaped (like a hedge, or topiary balls / clouds etc.)

I was going to suggest lavender, but it requires annual pruning / deadheading, which I'm not sure I'd want to do so closely to a pond with difficult access angles.

Hi all thanks for all your replies.
Unfortunately there would be problems with trimming lavender etc with the closeness of the pond.
So it looks like hebe is the popular choice. Off to the garden centre on Friday to see what they have.
