No show/diseased potatos

I've had a few no shows on the potato front and a few that have come up just about but the foliage is yellow and manky looking. I'm quite sure this is more than a bit of frost damage as its dotted inbetween good spuds, I worry its contagious. Should I dig the effected spuds up and bin the spud and foliage or just snips off anything above ground? I've fed these with chicken manure pellets 3 weeks ago and it's made no difference.

Have a look at the stem where it leaves the soil, if it is black then your spud's have blackleg. Dig up the infected one's and burn.
