When scattering blood fish and bone or grow more, is it ok to touch the plants or not?

Also, when pouring liquid tomorite and such like, is that allowed to touch the plants or must it be poured at the stem and soil only?

It is ok. If you make up a weaker solution of Tomorite you water it onto the leaves as a foliar feed . don't do it in full sun though.

Always try to avoid solid fertilizer going on to the leaves as it will scorch them. Growmore is good at catching in the base of leaves and can also scorch the stems of tender young plants at ground level if it lodges against them.  If you think fertiliser is caught on the leaves water the plants immediately afterwards to wash it off.

Most liquid fertilizers do no harm on the leaves. In fact many of them are designed as foliar feeds with trace elements such as magnesium and manganese being absorbed through the leaves.
