Defra legislation forbids the feeding of mammillion meat and bonemeal to poultry as a result of the BSE crisis:-

Also it is confirmed in this (http://www.direct.gov.uk/en/Environmentandgreenerliving/Smallholders/DG_189309) link regarding that the feeding of kitchen scraps - even vegetable scraps is illegal.
