Hi and welcome to the forum.  I've split this off so you get some replies specific to your query.

I sow peppers in February as they are slow growing, but tomatoes I leave until mid march usually.  Cardboard and tin foil reflectors can help a lot.  I put them up behind the plants on the windowsill  :)

Plus you can always plant the tomatoes deeply when you pot on ,gives extra roots😉

As New Shoot said, avoid sowing too early, and make sure they have plenty of light. I would add also don't keep them too warm either. A night time temp of 10C is enough

You're not a million miles from where I am. Like others I will be getting some peppers and chillies going soon but, they will live under lights for a couple of months. I don't normally sow my toms till mid April and plant them (and the peppers) deep when potting on.

Just read an interesting article about trenching tomatoes if they get leggy. Dig out a small trench and after taking the plant out of the pot lay it on its side in the trench. Cover with soil/compost and the leader will grow upwards. The first leaf nodule will also produce a leader, so you get two plants for the price of one! I think the article was in Kitchen Garden magazine.
