These have taken over the garden and house. We want to take them out totally/or take them right back and don't know when to do this. I was thinking maybe feb/march before the birds start nesting.

I'm not familiar with jasmine, but clematis can be cut down to about 6" if you're that desparate. There are actually 3 types of clematis, one of which needs severe yearly pruning, another which needs minimal, and another which tolerates no pruning. In your case, just prune the clematis and see what happens. You might need to prune out a few 'spare' uprights later to keep the control you want.
