plaiting garlic with rust

In recent weeks the garlic has developed rust.  It's been in since the end of September.   Checked some tonight and the bulbs have formed.   Is it best not to water them and for how long before they come out.   Once they are out the ground how long will they take to dry out. Then finally given they have developed rust is it still okay to plait them.

I've pulled a few of my bulbs they look good my plants are now covered in rust and I'm also wondering how to store them

I don't plait mine I just cut the tops off and store them in a net bag. The rust I had on them last year did nt affect their keeping qualities.
